The goal of the project that is being implemented in partnership with the
Association for Emancipation, Solidarity and Equality of Women in the Republic
of Macedonia – ESE, is to contribute to the establishment of an easily
accessible and efficient coordinated system for protection of family violence
victims in Macedonia, by promoting specific policies and procedures to intervene
with actors involved in the civil and criminal systems for protection, as well
as to establish standards of actions with NGOs/institutions providing direct
services to the family violence victims.
Objectives:
Establishing procedures and protocols for professional groups’ actions,
and standards for NGO operation in family violence cases;
Awareness raising and skills upgrading with professional groups and NGOs
concerning appropriate intervention in family violence cases;
Stimulating relevant stakeholders for developing a concept on
multidisciplinary approach and a referral system for family violence
victims.
Key activities:
Drafting internal procedures and protocols for undertaking actions by
the Police, NGOs, social and health care workers;
Drafting procedures and protocols for proposing, issuing, monitoring,
and reporting on temporary protection measures on the part of institutions
included in the civil system for protection against family violence;
Drafting operational standards for institutions/organizations providing
direct services to family violence victims;
Drafting procedures and protocols on a unified approach on the part of
institutions involved in the criminal legal system of protection against
family violence.
For the purpose of project implementation, a partnership has been established
with the Ministry of Labor and Social Policy of the Republic of Macedonia and
the Ministry of Interior of the Republic of Macedonia and cooperation has also
been established with the Ministry of Health of the Republic of Macedonia.
Expert groups participated in the drafting of procedures, and were composed
of representatives from relevant institutions and ministries as well as
representatives from three NGOs continuously providing direct services to family
violence victims: the National SOS Telephone Number for Family Violence Victims
within the Women’s Organization – Skopje, the Shelter Center, and the “Hope”
Crisis Center.
