The studies Gender Equality and the Local Self-Government
\nhave emerged as a result of the concerted efforts of Akcija Zdruzhenska and the
\nactivists from Bitola, Kumanovo, Veles, Sveti Nikole and Debar aimed at
\nproviding a more comprehensive overview of the existing policies and practices
\nof the local authorities that treat gender inequality.<\/p>\n<\/p>\n
The aim of these studies is to raise the issue of gender
\nequality in the municipalities of the Republic of Macedonia in the context of
\nthe process of decentralization (deconcentration, delegation, devolution) of
\nauthority, responsibilities and assets of the local self-government units. It
\nentails several actions:<\/p>\n<\/p>\n
\t\tTo review the manner, that is, the existing policies
\n\t\tand practices embedded in the approach to gender equality, with a
\n\t\tparticular emphasis on the status and position of women in the
\n\t\tmunicipalities (political will, special bodies and commissions,
\n\t\tstrategic documents, manners of information on the status and position
\n\t\tof women and men in all living spheres);<\/p>\n<\/p>\n
\t\tTo analyze the new organizational and management
\n\t\tstructures that respond to the transformations of local self-government,
\n\t\tinitiated by the decentralization process, and<\/p>\n<\/p>\n
\t\tTo present the existing strategic approaches to the
\n\t\tissue of gender equality elaborated in theories and by international
\n\t\torganizations, such as the United Nations or the European Union.<\/p>\n<\/p>\n
According to the above stated tasks, the issue of gender
\nequality in municipalities is to be raised in an entirely different manner so as
\nto reflect the newly emerging circumstances in the functioning of the local
\nauthorities. Before the real application of the Local Self-Government Law, that
\nis, preceding the local elections in 2005, and after the establishment of the
\nlocal self-government units and bodies in accordance with the Law on Territorial
\nOrganization of the Local Self-Government in the Republic of Macedonia, a number
\nof conferences, seminars and meetings were held and numerous so-called manuals
\nwere published discussing decentralization, the new responsibilities and the
\norganizational posture of municipal management. It was the issue of gender
\nequality that was missing in the framework of all these events. With the
\nexception of certain traces of concern and the introduction of the plan of the
\nSection for Gender Equality in the Ministry of Labour and Social Policy, the
\nissue of gender equality did not draw major attention.<\/p>\n<\/p>\n
The municipalities are facing the challenge to treat gender
\nequality in a fashion appropriate to the new role of local self-government. In
\nthis context, these studies offer a sufficiently broad framework that will allow
\nthe relevant actors, the responsible municipal authorities, the political
\nsubjects, the non-governmental organizations and the citizens of the
\nmunicipalities to step out of the existing practice in order to:<\/p>\n<\/p>\n
\t\tReinvestigate the assumptions and positions that
\n\t\tserve as the basis in the promotion of gender equality;<\/p>\n<\/p>\n
\t\tReinvestigate the relations with the central
\n\t\tauthorities in the framework of the actions they undertake in the sphere
\n\t\tof equality, and<\/p>\n<\/p>\n
Reorganize the structures for action, in line with the new
\nmanagement processes.<\/p>\n<\/p>\n
The concept of the study is focused on several issues that
\ninvolve topics related to gender equality, including:<\/p>\n<\/p>\n
\t\tHow to create a policy on gender equality, that is, a
\n\t\tpolicy on gender balanced development in the municipalities?<\/p>\n<\/p>\n
How to develop methodologies for gender analysis of the local
\nsector policies?<\/p>\n<\/p>\n
\t\tHow to identify indicators for data collection,
\n\t\tanalysis and processing relevant for gender analysis of the local
\n\t\tpolicies?<\/p>\n<\/p>\n
\t\tHow to identify the needs and priorities for gender
\n\t\tbalanced development of municipalities?<\/p>\n<\/p>\n
However, the studies are not prejudiced to provide a complete
\nanswer to these questions; on the contrary, they are designed to help the
\ncritical review of what has been done heretofore in the sphere of gender
\nequality, to offer elaboration of the strategic approaches to achieving gender
\nequality and to call for transformation of the management processes and
\ndevelopment of sector policies. The offered recommendations represent possible
\nguidance on this road.<\/p>\n<\/p>\n
